Ramallah, occupied Palestine - The Palestinian Prisoner’s Society said that Israeli occupation forces executed Ziad Jaber, 54, from Ramallah, at dawn today during a raid by Israeli occupation forces on his home as part of mass arrests being carried out across the governorates of the West Bank. Between Monday night and Tuesday morning, occupation forces have arrested at least 30 Palestinians. 

In a statement issued on Tuesday, the PPS explained that, according to the available information, Jaber was killed when he was shot twice by occupation forces during the raid on his home. His nephew and another relative were also arrested during the raid.

The PPS noted that Jaber’s killing is an extension of the policy of field executions pursued by occupation forces against Palestinians. This policy is being used at unprecedented levels, particularly following the crime of genocide in the Gaza Strip. Deliberate killings of Palestinians have intensified during arrest operations and raids, as well as after Palestinians have been detained. 

In this context, the PPS noted that less than a month ago, occupation forces executed Fathi Khazem inside his home in the city of Jenin during a raid carried out as part of an operation to arrest him. This was another crime reflecting the increasing use of killing and field executions during arrest operations in the West Bank.

Numerous pieces of evidence and killings over the past period confirm that occupation forces have carried out field executions of detainees, either after arresting them or while conducting arrest operations. This has been evidenced by marks from restraints found on the limbs of a number of victims, as well as information documented when the bodies of Palestinians were received after being released as part of prisoner-exchange agreements carried out during the past period.

The PPS stressed that the policy of field executions is no longer limited to individual or exceptional practices, but has become an established approach and a central tool within the system of colonial violence practiced by the occupying state against Palestinians, amid political, legal, and military cover for these crimes and the continued absence of accountability at the international level.

The PPS also pointed out that, following the adoption by Israeli occupation authorities of a series of racist laws and legislation—foremost among them the discriminatory and racist law concerning the execution of Palestinian prisoners—there has been a clear official trend toward legitimizing killing and turning execution into an openly declared policy backed by legislation. This is consistent with the historical system of policies pursued by the occupation to target Palestinians through arrest, killing, detention, and ill-treatment.

The PPS renewed its demands to the international human rights system and the United Nations to assume their legal and moral responsibilities in response to the escalating crimes committed by the occupation against the Palestinian people; to work to hold occupation leaders accountable for field executions and extrajudicial killings; and to put an end to the ongoing state of impunity that has encouraged the occupation to continue committing further crimes, particularly in the aftermath of the crime of genocide, which has exposed the systematic paralysis afflicting the international system.
